Will I need a vehicle pass if I’m taking a shuttle from the hotel to Navy boot camp graduation?

No if your not taking your P.O.V. then you will not need a vehicle Pass.

if the shuttle is taking you from the hotel to the graduation you dont need one, you would only need one if you are going to take you POV to the graduation,

POV means personally owned vehicle
